Downgrading to Zend Server CE 5.6 with PHP 5.3 seams to work on Mavericks.
I had to run the uninstall script to properly remove Zend Server 6.1, otherwise I was not able to install the older version.

Dan's steps are correct, but for the new password to take affect you should restart MySQL.
Flushing privileges may also work instead of a restart, but I haven't tried it.

I also have this problem. Just bought the new Macbook Pro, which comes with Mavericks pre-installed. I'm using Zend Studio 10.1 (latest version) + tried Zend Server CE 6.1 with PHP5.4 and PHP5.3 (tried both). This issue keeps happening, regardless of PHP version.
