v9 outline window constantly refreshing slows editing

Since I upgraded to v9 from v8, the outline windows is constantly refreshing every mouse click on PHP code windows (only php). I can see the window flash 10 to 20 times and then stop causing a 1 second delay. Click somewhere else and I get the flashing windows and the same delay. The more functions in a program file the worse it is. Click on a tab to move to a different program file and there is a 1 second delay before the page changes. Typing code and I am constantly having to wait for the window to catch up. Very annoying. If I close the outline window then the delay goes away. Hiding the window does not help. Is there any setting that I can use to stop this behavior? Even having the window refresh only once would help.

A little more info:
using version 9.0.4.2012 on windows 7 64bit.
