CTRL+O has no effect on a newly opened PHP file

On Zend Studio 9.0.4, when I open a php file from PHP explorer, then press CTRL+O, the quick outline won't show, if I put cursor inside <?php ?> or anywhere but the beginning, it works.

This bug doesn't exist on Zend Studio 8.
