There are so many providers that specialise in PHP and if u cant find them, there are so many online portals from where u can hire PHP developers such as freelancers, upwork and many more. I have also designed my PHP site from a developer from upwork. U can see it at: assignment help Australia

I think W3school is the best to learn about PHP which gives you the detailed approach

Make it simple at first to learn the basics, then maybe add user authentication.



Scotch.io has a lot of php app building tutorials, you could check those out and maybe come up w/ project idea and there might be code there that will help you. Good luck!
