DB2 Timestamp Conversion

Does anyone know how to convert a timestamp from a DB2 file? I have tried every date function possible and non of them actually return a formatted date?

When simply output the returned row content I get values such as k“Ši”©€ so it even look like its not converting from the original hex value?

I haven't used timestamps but could it be a CCSID problem?
