Fixed record length

I am trying to access a file that was created specifying the RCDLEN parameter of the CRTPF command. When I use the SQL statement "select * from filename where rrn(filename)=3" in the online SQL (STRSQL), it successfully retrieves the entire record, which is assigned the field name F00001. However when I try to execute the same select statement in php's db2_exec command, it produces the error
PHP Warning: db2_exec() [<a href='function.db2-exec'>function.db2-exec</a>]: Statement Execute Failed in ...
If I replace "filename" in the select statement with the name of a keyed file, the statement executes correctly. Does php not support fixed-length files with the DB2 functions?
