SSH Error "Failed to connect sshd on"

We upgraded our IBM i to v7R1 and now i can't connect Zend Studio using SSH to the IBM.
I have tried all three suggestions mentioned by Rod Flohr, restarting SSH, Changing password length in ssh config and i am able to connect to IBM i using Putty so i am not sure why i am having this problem. I also tried creating a new connection but still did not work.

I am using Zend Studio 10.1

your Version of ZendStudio is relying on an older implementation of SSH. It needs SSH-variants which are disabled on your IBM i per default. You have two possibilities:
  1. Get a new Version of ZendStudio
  2. Change two SYSVALs on your IBM i:
    • QSSLCSLCTL = *USRDFN (be aware that this prevents the automatic addition of newer SSL-cipher suites when they become available through PTF)
    • QSSLCSL (I have the following list, I can't remember/find which ones were neccessary to add)
      • *ECDHE_ECDSA_AES_128_CBC_SHA256
      • *ECDHE_ECDSA_AES_256_CBC_SHA384
      • *ECDHE_ECDSA_AES_128_GCM_SHA256
      • *ECDHE_ECDSA_AES_256_GCM_SHA384
      • *RSA_AES_128_CBC_SHA256
      • *RSA_AES_128_CBC_SHA
      • *RSA_AES_256_CBC_SHA256
      • *RSA_AES_256_CBC_SHA
      • *RSA_AES_128_GCM_SHA256
      • *RSA_AES_256_GCM_SHA384
      • *ECDHE_RSA_AES_128_CBC_SHA256
      • *ECDHE_RSA_AES_256_CBC_SHA384
      • *ECDHE_RSA_AES_128_GCM_SHA256
      • *ECDHE_RSA_AES_256_GCM_SHA384
      • *ECDHE_ECDSA_RC4_128_SHA
      • *ECDHE_RSA_RC4_128_SHA
      • *RSA_RC4_128_SHA
      • *RSA_RC4_128_MD5
      • *RSA_DES_CBC_SHA
      • *RSA_EXPORT_RC4_40_MD5
      • *RSA_EXPORT_RC2_CBC_40_MD5
      • *RSA_NULL_SHA256
