can't install zend server in either automatic or manual way

Hello, I haven't been able to install Zend Server on Ubuntu 16.04. Both with aptitude as with apt-get, and in manual and automatic processes it says: Couldn't find any package whose name or description matched "zend-server-php-7.1". I live in Mexico, is there not a repo available. Can you help?

Please describe the step you take to install Zend Server. Also, tell us where you try to download it.
