USING zendenc_sign

I try to use command to encode my project,AND i want to put encoded project to the other system.
so i make the
Hardware-Locked = NO
Host-ID = Not-Locked as example gived on the Zend Guard Online Help.
And then I use ./zendenc_sign [source_file] result_file <path_to_key_file> to generate a license.zl.
after that, i exec ./zendenc_sign --verify <license_file> <path_to_key_file> ,it return me fail .
is that anyone have the same quesetion?
